Conflict of interest may March band s probe

In a gesture that implements the Office of the Prime Minister in the eye of the storm, former Secretary of Cabinet B K Chaturvedi will head a Committee for review and investigation to examine the agreement between the Indian space research organization and the multimedia Devas, in which it is alleged that ISRO almost gifted band spectrum s helpful to the Bangalore-based company.

CHATURVEDI was Secretary to the Cabinet when the agreement was signed in 2005 and in this role, he was also a member of the Commission on the space.

Interestingly, Roddam Narasimha, the other Member of the Committee of the probe was also a member of the Commission on the space which has signed the contract.

ISRO reports directly to the PMO.

A senior Congress leader who does not wish to be appointed to this report, believes that the Committee raises doubts that an attempt is made to protect a person in the PMO may have had a helping hand to sign a contract.

The Committee asked to "explore the technical, commercial, financial and procedural aspects" of the agreement signed in 2005 and ' for ' fix liability for breaches.

ISRO has indicated that in 2005, the firm was not informed deal - including spectrum was allocated to Devas.

The agreement has been examining since 2009. In 2010, the Department of space decided should be quashed. But this decision was ever made.

Space Committee is meeting on Saturday to discuss the action taken report on the minutes of the meeting of July 2, 2010 in which it was decided to cancel the contract Devas.

The Government also announced a separate contract probe controversial by a two member team headed by Chaturvedi.

President of ISRO K Radhakrishnan, chairs the meetings of the Committee on space, called space members informing them that the Devas contract can be removed from the agenda for the meeting of Saturday for new probe.

The question of the Devas was listed as the last item on the agenda of the meeting of the Commission (No. 4) space, which was distributed on Wednesday, as well as other topics such as the failure of these recent space missions and compensation of the draft budget.

More important is the element 1: the choice of President Antrix Corporation.

So far, ISRO Chairman was President Antrix also Secretary, Department of space.

After the sting of the spectrum, the Government perhaps wants to have a separate count for Antrix, the commercial arm of the ISRO.
